Check Franklin County on VINELink

Missouri moved its victim-notification service under new management. A VINELink Franklin County check now runs through the state's current system. Anyone wondering who was arrested in Franklin County can still use it to look up custody or court status and sign up for alerts when something changes. It is a status tool, though, not a full arrest report. A fresh booking may take time to appear. Federal custody is not part of this Missouri service either. Treat the custody check as one step, and confirm anything urgent with the agency holding the person.

Franklin County MOVANS Transition

Missouri switched its notification platform in May 2026. Under the Department of Public Safety transition notice, the Highway Patrol's Criminal Justice Information Services division took over the data sharing that VINELink once handled. The change took effect May 5. The MOVANS changes page tells users to register again through the new state portal. Old phone alerts and app notifications ended with the switch. Franklin County still matters here. County civil-process and victim-services pages carry an older MOVANS reference plus a former statewide number. Those pages show the county has long steered victims toward MOVANS. Their call-in details, however, no longer match the state's instructions. The state's rules govern. Franklin County Adult Detention Facility has posted no statement on the new portal. It neither confirms nor denies participation. Ask MOVANS or the jail directly. The official state transition page spells out the current steps:

The state page makes it easy to spot outdated county instructions and reach the working portal. Note: The former 866 number is historical only and is not a current Franklin County registration channel.

Check a Franklin County Arrest

Begin at the current MOVANS portal rather than an old app listing. Searching and registering are two different tasks. A search tells you whether a matching person has a status in a covered jail, court, or corrections system. Registration asks for notice after a change. Finding a record alone creates no alert.

  1. Open MOVANS and choose the person or court-status search offered by the portal.
  2. Enter the full legal name and any available identifying detail. Compare all matches because common names can return more than one person.
  3. Read the named agency, facility, and status. Do not assume a Franklin arrest from the name alone.
  4. If no result appears, call Franklin County detention/booking at (636) 582-8600. A new booking may not have reached the state feed.
  5. For the underlying report, use the Franklin County arrest records route and ask its custodian for the exact record.

Remember that the portal reports status, nothing more. Case.net and the Franklin County Circuit Court Clerk handle filed court events. Live custody questions go to the jail. The sources can disagree briefly. Each one records a different event at a different time. The official MOVANS search portal is the state's current entry point:

Franklin County Custody Result Fields

A MOVANS result identifies a person and reports the status supplied by a participating source. Older VINE guidance listed fields like name, age or birth date, custody status, agency, and sometimes an image. That field list still helps explain the record type. It cannot override the new system. No field is guaranteed to appear.

Result fieldWhat it can mean
Name or identifierHelps distinguish similar matches when checked against known facts.
Custody statusReports the state sent by a covered jail, detention center, court, or DOC source.
Agency or facilityShows who supplies or holds the status, which may differ from the arresting agency.
Custody changeMay reflect release, transfer, incarceration, or another reported event.
Court statusCan support notice of a court event but does not replace the official docket.
Image, if shownMay be an agency image; it is not promised and does not prove guilt.

Custody states need careful reading. "In Franklin County Adult Detention Facility" means local custody. "Released" means the person left that facility, not that a charge disappeared. "Sentenced to DOC" points the search toward state corrections, while probation or parole means state supervision and may involve no confinement at all.

Register Franklin County Custody Alerts

Registration happens only after a person or case is found. At 11 a.m. on May 6, 2026, the state directed local jail users to register anew at MOVANS. Prior VINELink subscriptions cannot be assumed to carry over. The state quick guide adds a requirement. Any Missouri agency confining adults must provide certain victim notifications. A jail may lack electronic participation. In that case the victim should contact the jail for the notice method.

  1. Open the matching person or court record in MOVANS.
  2. Select the available registration option and events for which notice is offered.
  3. Provide contact information and complete each confirmation or consent prompt shown by the current portal.
  4. Save the registration details. Recheck them after a move between local custody, court, and DOC.
  5. If registration fails, contact the MOVANS coordinator at (573) 526-1929 or movans@dps.mo.gov, Monday through Friday, 8 a.m. to 5 p.m.

Ignore old instructions promising telephone or VINELink App alerts. The current portal offers its own web-based choices. Read them at registration. For DOC victim notifications, the transition material lists victims@doc.mo.gov and (573) 526-6516. That route covers Missouri DOC custody only, not a routine local booking. The VINELink landing page still provides useful transition context:

The capture is legacy or transition-related; Missouri's current registration destination is MOVANS.

Franklin County Notification Coverage

The official MOVANS description covers automated notice when incarceration or court status changes. A county jail or detention center can fall within its scope. Missouri DOC custody can too. That reach still does not make MOVANS a statewide arrest list. Washington Police, Union Police, Pacific Police, Franklin County deputies, and MSHP can each create an arrest record. The record may precede any jail or court status. One city arrest can therefore spawn several records. The police agency keeps the incident and arrest report. Franklin County holds booking, bond, release, and any releasable booking photo. That applies if the person enters county detention. The court holds the docket. MOVANS tracks reported status changes and merges none of these files.

Booking
The intake process after an arrest, often including identity, charges, property, and custody details.
Transfer
A move from one holding authority or facility to another.
Disposition
The court's outcome, which can differ from the charge recorded at booking.
Detainer
A request from another authority to hold or notify before release.

Franklin County Alert Limits

Alert data always trails the booking itself. A quiet result means just that. It does not rule out a Franklin County arrest, nor does it confirm a release. When the event is fresh, check the Franklin County 24 Hour Arrests page first. Follow up with detention or booking by phone. The Highway Patrol feed only logs arrests its own troopers made. Plenty of local bookings never appear there.

For urgent custody questions, go straight to the source. Call Franklin County detention and booking at (636) 582-8600, since MOVANS is only a notification service rather than a full jail roster or booking file.

Federal custody runs on a different track entirely. The BOP Inmate Locator handles federal prisoners alone. It skips local and state bookings. ICE keeps its own exact-match detainee locator. The Marshals Service tends to confirm federal custody only, without any public county-style roster, and a detainee can even sit in a local contract facility under federal authority. So the building someone sits in tells you nothing about whether MOVANS applies.

When a local search comes up empty, reach the MOVANS coordinator or the Franklin County Adult Detention Facility. For a filed case or a final outcome, Missouri Case.net and the Franklin County Circuit Court Clerk are the right stops. Each channel answers a different question. Used together, they keep a stale alert or an idle docket from standing in for the full arrest record.
